What is a Landlord Electrical Safety Certificate?

Since 1st April 2021 it has been a legal requirement for landlords to have the electrical installation in their properties inspected by a qualified and competent person. A landlord electrical safety certificate is the report that follows a qualified electrician’s thorough inspection and testing. They are also known as an Electrical Installation Condition Report (EICR). The electrical safety inspection highlights any potential electrical issues that pose a risk to the tenants or property. Your electrician will be testing the wiring, sockets, fuse box and all elements of your property’s electrical installation to ensure they are safe.

What are my responsibilities as a landlord? 

A landlord has many obligations and legal responsibilities to their tenant. For electrical responsibilities, it is the Electrical Safety Standards in the Private rented Sector (England) Regulations 2020 that you need to refer to. They state that a landlord must:

•    Ensure a qualified and competent person – a registered electrician, inspects and tests the electrical installation of the property every 5 years or sooner if so advised.
•    Make sure the standards set out in the 18th edition of the wiring regulations BS7671 are adhered to.
•    Obtain a report or certificate from the electrician who performed the inspection detailing the results and the date for the next inspection. This is the actual EICR or landlord electrical safety report.
•    Supply a copy of the EICR to the tenant within 28 days and to any new tenant before they move in.
•    Supply the local authority with a copy of the report within 7 days if requested.
•    Retain a copy of the EICR to present to the electrician at the next electrical safety inspection.
•    If the report states any work is necessary, to have this work completed within 28 days or less if advised.
•    To give written confirmation of completion of work within 28 days to both the tenant and the local authority.

If you do not obtain a landlords electrical safety certificate or EICR you may face a fine of up to £30,000. It is in your best interest to comply with these regulations and ensures peace of mind that your tenants and property are safe. 

What does the electrical inspection cover?

Your electrician will perform a rigorous and detailed inspection of the electrics within your property. They will inspect all fixed elements of the electrical installation for defects and potential risks. They will:

•    Check for any risk to personal safety from electrical shock or fire.
•    Check that earthing and bonding are properly applied and in place.
•    Inspect light switches, plug sockets and all hardwired appliances.
•    Review any previously completed electrical work for safety and compliance.
•    Inspect the wiring and the fuse board/consumer unit in a property.

After the electrician has completed their inspection, they will prepare your detailed report. This will inform you of any issues they have found. They will advise you of any action you need to take to rectify any problems.
